'rudder agent reset' doesn't cause ncf and tools to be updated

Description

If you run "rudder agent reset", it will reset promises and remove local state, but the ncf and tools directories will not get updated, because they contain a hash file (or timestamp for tools) that protect updates.

The command should remove these too.

This bug has been fixed in Rudder 3.0.12 and 3.1.5 which were released today.
