Add test for rudder-techniques to ensure removed deprecated techniques don't come back in an erroneous merge

Description

When any bug fixes are made on old technique versions in "lower" branches (currently 2.10, 2.11, 3.0 or 3.1), when the up-merge into 3.2 branch happens, git reports conflicts - because these files no longer exist on that branch.

I see a risk here of these old technique versions reappearing by error. I therefore propose that we add a test to make sure they don't.
