Description
When the hostname command fails RUDDER_HOSTNAME may be absent, empty or 'localhost'.
We currently fall back to FQDN only when it is absent. We should fall back on other cases too.
We can since since #7568 FQDN should be properly filled.
Later we should consider making it the default value.

This bug has been fixed in Rudder 3.1.5 which was released today.
