Description

In rudder-server-relay.spec:

## General
Requires: rsyslog openssl %{apache} %{apache_tools}

In the deb package:

Depends: ${shlibs:Depends}, ${misc:Depends}, rudder-agent, apache2, apache2-utils, rsyslog, openssl

The relay needs rudder-agent so it should be a dependency.
