not tested well enough to be merged, but I paste it here for comments.
still open issues:
- Technique does not set RTC to UTC on Debian -> According to http://www.kariliq.nl/misc/debian-clock.html this has even changed between versions
- Windows-part is not tested / is it required to be set?

Jonathan: Would a PR be reviewed and the modifications tested on Windows/Nova, or should I remove the new code that is targeting windows?
