Provide a command to monitor connection errors on the agent

Description

When there is a communication problem between the agent and the server, we cannot know it happened.
So we should provide an easy way for the user to monitor it.
Let's provide a "rudder agent nrpe" or similar that is compatible with nagios and returns an error if there were errors during the last connection to the server.
Things to look for in the logs are :
"FATAL:"
"Fatal :"
"Could not get an updated configuration"
