rudder CLI commands should print their expected options with -h / --help

Description
Currently, it's pretty hard to figure out from the command line what options a "rudder *" command accepts. The commands don't take a "-h" or "--help" option which is the usual and expected behaviour for all UNIX commands.
We should add this feature.
- Target version changed from 2.11.18 to 3.0.13
This call should be intercepted by the rudder command script and the response should be generated from the @man section of the command.

This bug has been fixed in Rudder 3.0.13, 3.1.6 and 3.2.0 which were released today.
