Description

I had a problem when upgrading a Rudder to 3.0.12 to latest rudder 3.2 nightly (as of 18/16)

I upgraded only rudder packages and not ncf packages (bad not following documentation :( )

And i ended in a non working state, because some ncf methods were not available

We should update the version needed by rudder-techniques so it works correctly out of the box!
