Description
#5937 introduced in system techniques a way to install /var/rudder/configuration-repository/ncf/ncf.conf, however the same change was not applied to initial promises.
- Related to Bug #7794: rudder-upgrade edits the wrong ncf.conf file causing transitory invalid promises during upgrades added
