User story #4293: Migrating from a Technique version to another one in a Directive is long and painful

Description
Ticket #4368 introduced a default value (644) for the permissions of files to copy into technique versions up to 1.5.
However, version 1.6 was apparently created without this default value, and all other subsequent versions lack it too.
We should restore it to facilitate migrations, as explained in #4293
