Double reporting for group creation

Description
The group mygroup is not present and not set to be created
The group mygroup is already present and doesn't require to have its content enforced
Happens when the group does not exist
- Related to Bug #8099: No reporting in groupManagement when the group does not exist and the directive is not set to create it added
- Target version set to 2.11.21
- Status changed from New to In progress
