Add rudder-tools in rudder-sources tarball

Description
This will allow to embed tools from rudder-tools in Rudder releases.
Since rudder-tools is not meant to be versioned, we must include the commit id in the tarball too, to make sure we can identify precisely the embedded content.

This has actually been merged, but I assume the fact the issue is private means it didn't get auto-closed. packaging issues should still be in our internal Redmine AFAIK.

This bug has been fixed in Rudder 2.11.21, 3.0.16, 3.1.10 and 3.2.3 which were released on 2016-06-01, but not announced.
