The promises may try to edit wrongfully the cron files on Windows, so this ticket is to handle this point.
There is also an issue in the initial promises shipped with the Rudder windows plugin, as stated below, that was taken care of in internal bugtracker 3632

I got the following message while running the Windows CFEngine agent:
rudder/default/check_cron_daemon/commands/'/etc/init.d/cron restart'[0]: '/etc/init.d/cron restart' promises to be executable but isn't
This message was generated by agent.
I guess that it shouldn't be applied.

actually, the message is generated in the initial promises of the windows plugin (so not in open source code) but rudder promises may try to edit /etc/cron.d/rudder-agent files

This bug has been fixed in Rudder 2.11.21, 3.0.16, 3.1.10 and 3.2.3 which were released on 2016-06-01, but not announced.
