Description
I guess this was introduced by new backup up of that file in #7901
error message (in french, sorry!)
"impossible d'accèder à /var/backups/rudder/policy_server.dat-*: Aucun fichier ou dossier de ce type".
deleting /var/rudder/backup folder fix this issue, But that 'not what we want :)
This happend on a RHEL7

This bug has been fixed in Rudder 2.11.21, 3.0.16, 3.1.10 and 3.2.3 which were released on 2016-06-01, but not announced.
