rudder-dev doesn't handle PR creation errors

Description
When rudder-dev with the --force option it is expected that it's can't re-create an existing PR (this causes GitHub to return an error). However, this is no reason not to continue with following steps (like updating a ticket in "rudder-dev commit") and handling the error.
