Description
Several little fixes to apply to Techniques so that they work on Windows

From cf-served.cf:

admit => { host2ip("${server_info.cfserved}"), string_downcase(escape("${server_info.cfserved}")) };
We should use ${sys.cf-agent} to make this compatible across all platforms (and also enable it to work for CFEngine Enterprise)

This bug has been fixed in Rudder 2.11.21, 3.0.16, 3.1.10 and 3.2.3 which were released on 2016-06-01, but not announced.
