Subject changed from Fixes in system Techniques to work on Windows to Use variables for path to cf-agent in system Techniques to work on Windows

From cf-served.cf:

       "/var/rudder/cfengine-community/bin/cf-agent" 
          admit   => { host2ip("${server_info.cfserved}"), string_downcase(escape("${server_info.cfserved}")) };

We should use ${sys.cf-agent} to make this compatible across all platforms (and also enable it to work for CFEngine Enterprise)
