When we have an external authentication, we still have to specify a password in rudder-users.xml

Description
User rights are defined in the same place as user authentication: in rudder-users.xml.
This file is divided into <authentication> sections, each section having a specific hash type associated.
User coming from external authentication can be in any section and their password is just ignored.
As a user I expect to be able to not specify a password at all nor a hash type.
So I suggest to create a new <authentication hash="external"> section allowing to not specify any password at all within <user>'s

We should clarify the distributed rudder-users.xml file to explain that the password attribute can be empty. And implement this too, of course.
