rudder generated reporting (N/A when condition not met) use logger_rudder and not log_rudder

Description
When you have a condition to apply promises on a technique, a reporting n/a is generated for Rudder.
This still uses logger_rudder and not log_rudder on v1.0 which display a warning on every call:
