Rudder administration page should be splitted and renamed ("settings")

Description

Today, the "administration" page bundle a bunch of things, spanning from configuring agent behavior on nodes (default frequency) to Rudder web app display settings (graph) or Rudder-the-configuration-management-engine parameters (ex: authz network) or action (ex: reset cache, reload techniques, etc).

Tomorow, with feature switches and a more option, these page is going to become completelly unusable.

It should be split in several pages, with at least one of them being "settings" (for the Rudder web application settings), one other "actions" (for technique reload etc - but perhaps it's not a page, but a set of buttons somewhere).
