2.2.2 Configure the package managerRudder requires three packages that are not always packaged by SuSE on all versions:
- rsyslog-psql
- PostgreSQL 9
- Java RE (version 7 at least).
=> On SUSE this is called "rsyslog-module-pgsql" not "rsyslog-psql"
Not sure what #1796 is about, but this is where I have also found rsyslog-module-pgsql in my search.

#1796 was about installing a recent rsyslog version on old SLES, but it is now in our repos, and used when no recent packages are available (actually only SLES 11 sp1), I closed it. Thank you!
