%config(noreplace) /etc/%{apache_vhost_dir}/rudder-vhost.conf
%config(noreplace) /etc/%{apache_vhost_dir}/rudder-vhost-ssl.conf
These files are important parts of Rudder, we should replace them on update.

Without changing the rules for all files, a first step should be to exaustively list all the config files and their update policy, and include that information in the documentation, in the migration section.
Bonus point to add that information in Rudder-data info API, so that the information stay correct over time.

This can lead to break the server if we change the config files, it is a bug, especially as rudder-apache-relay-common.conf is also now set as noreplace.

current status:
- all apache config files in /opt/rudder/etc are not conffiles anymore
- the vhost itself is voluntarily a conffile to allow local adjustments
