Description

We need to exaustively list all the config files and their update policy, and include that information in the documentation, in the migration section.

Bonus point to add that information in Rudder-data info API, so that the information stay correct over time.

This is a prerequisite to cleanly and durably solve bugs like #8643 and #8641.
