Create the expected reports file for ncf in system techniques instead of first log

That way, if the first ncf call is in audit mode, it will be able to make reports.
Currently we cannot edit this file, and thus cannot make reports.
We need to call "_create_current_expected_reports_file" in Rudder's promises.cf.
