Description

A clearly invalid state in Redmine is for a ticket to be Rejected (so not included in change logs) but still have commits associated with it. Here is an example of a ticket where this happened: http://www.rudder-project.org/redmine/issues/3548#change-17053.

This was probably an error of course, but we should extend our checking script to find such tickets and refuse a release if that is the case.
