Improve error messages in "rudder agent update"

Description
If we could not download anything:
- Check allowed networks
- Unreachable server
If we could download ncf but not the node's promises:
- (pre-4.0) DNS resolution
- Wrong key
- Unaccepted or deleted node
- Status changed from New to In progress
- Assignee set to Alexis Mousset
- Status changed from In progress to Pending technical review
- Assignee changed from Alexis Mousset to Nicolas CHARLES
- Pull Request set to https://github.com/Normation/rudder-techniques/pull/1084
- Status changed from Pending technical review to Pending release
- % Done changed from 0 to 100
- Category changed from System techniques to Agent
- Status changed from Pending release to Released
This bug has been fixed in Rudder 4.0.1, 3.1.16 and 3.2.10 which were released today.
