I created a Directive "Package management for RHEL" ensuring that vim-enhanced and tree are installed
When applying twice, on two different rules, result is:

- generated code contains twice the packages installation
- it is indeed twice in the reports (so this is ok)
- BUT on the web interface, there are missing reports - and we don't know why
It happens on branch 4.0
EDIT: the fact that the generated code contains twice the package installation is the behavior we have since at least 3.0. So we don't want to change that part lightly, but we want that the reporting is correct.

The problem is hard to reproduced. Let get the database config & report when the problem occured.
