No reports when agent cannot update its promises

Description
In rudder 3.2, when the agent cannot update its promises, but ncf is correctly copied, it doesn't report anything because report depends on rudder_promises_generated_error only, but it needs also to check rudder_promises_generated_tmp_file_error
