slapd stop/restart always includes a full backup

Description

when you stop/restart openldap (incl. when system goes down for a reboot), it writes a complete db-dump by slapcat and compresses it.
this takes a lot of time, and this is not always welcomed.

it would be good to have the ability to disable this "feature" without having to edit the init-script directly

This is due to the BACKUP_AT_SHUTDOWN="1" option in the init script, which seems to have always been there.

Ah I see, so you can set that in /etc/default/rudder-slapd.
