Maintenance release 9 for 2.11 version

* Bug #6320: On Ubuntu 14.04 / Apache 2.4 use /etc/apache2/conf-available instead of the deprecated /etc/apache2/conf
* Bug #6321: Apache config for NCF builder is not suitable for apache 2.4
* Bug #6392: The Ubuntu 14.04 default apache vhosts are not removed properly and ncf-api-virtualenv is not put at the right place
* Bug #6396: Using parsestringarrayidx on AIX leads to agent hanging up or promises validation errors (only on 2.11)
* Bug #6399: On debian based system, link ncf-api-virtualenv apache conf is not created
