rudder agent does not download ncf from the serveur when download initial promises

Description

It fails to download thoses.
I first thought it was because a recursion was missing in the failsafe.cf but it does not change a thing.

Also, in some cases, running an agent reset in verbose does reports errors that are not reported in info. Reverse is also true, which is very strange.
