Powershell dsc is case insensitive which can be an issue because it can conflict with cfengine variables. Can be a pain to parse and work with too.
To make dsc a bit cleaner to work with and sync it with cfengine techniques.

The following script can:
- boilerplate, ie generating boilerplate from a cfengine generic method
- fix, ie copying in a folder a well formatted version of a dsc technique (case, parameters and name in sync with cf generic method)
- fix-replace, ie fix but desctructively replace old dsc technique
- check, ie same checks than fix but only outputs errors in terminal

Fixed ~2900 errors

NOTE that paths are directly modified from within the script
