Apache config file installed by rudder is badly named and not considered a config file

Description

On SLES, I have a /etc/apache2/vhosts.d/apache2-default.conf file, which contains Rudder's definition of a vhost. Two problems:

  1. This file is badly named, it should be called rudder.conf instead (or something similar)
  2. This file is not marked as a config file in packaging (for RPM and for Debian!) so any changes made to it are overwritten on the next upgrade
