Containers should not be selectable in group tree in Rule configuration

Description

When editing a Rule, I can choose several Groups to apply it to now, but I can also select containers (ie " Root of the group and group categories") in the tree too, which doesn't make any sense.

This should be forbidden (the same as in the tree on the left for Directives, where you can't select a Technique).

Applied in changeset 79560fce6f0641af0bd61b85732828f608ee32a8.

Only Root category (ie "Root of the group and group categories") was selectable, not the sub-category. This problem is now fixed.
