It is missing proper documentation, like at least <pre> rudder server directive-upgrade -n packageManagement </pre> Plus plus it requires the technique name, which is actually the technique *id*, and not displayed in the interface (easiest way to find it: grep -r "technique human name" /var/rudder/configuration-repository/techniques and extract the technique id from the path
