Currently only windows agent's certificates are put here
Assessment: this is the system variable MANAGED_NODES_CERT_PEM from techniques/system/rudder-service-apache/1.0/apache/nodescerts.pem.st
This file is different from @allnodescerts.pem@ file since we have only nodes under a given policy server in that file.
