Rudder have a git repository in */var/rudder/configuration-repository* and commit in it with the user *root*. It seems that each time Rudder commit in it, any other user can't commit or push.
Update: if you need to let user commit, a workaround is available in http://www.rudder-project.org/redmine/issues/3584#note-3.
