In Rudder 4.0 we can have slowness in compliance computation. This Issue is the parent ticket in mergeCompareByRule, that is called for each nodes, and takes about 15 ms, as it iterates over each rules/serial and extract reports, and traverse them for each of the several found issues directive/rules, So globally each step is fairly short, but they add up to a lot
