The culprits are : 
 -rudder.dir.policyPackages- = -> rudder.dir.techniques 
 -rudder.batch.ptlib.updateInterval- = -> rudder.batch.techniqueLibrary.updateInterval 
 -rudder.ptlib.git.refs.path- = -> rudder.techniqueLibrary.git.refs.path 

 And change the packaging accordingly
