The culprits are :
rudder.dir.policyPackages = rudder.dir.techniques
rudder.batch.ptlib.updateInterval = rudder.batch.techniqueLibrary.updateInterval
rudder.ptlib.git.refs.path = rudder.techniqueLibrary.git.refs.path
And change the packaging accordingly
