Description
With the last ncf "package" method in Rudder 4.1.5, I get:
E: There are problems and -y was used without --force-yes
When trying to use the method with apt 1.0.9.8.4 on debian 8.8.
It seems linked to https://github.com/Normation/ncf/commit/2ab730408e446c8fd4af237acc681b2dc2b264cf

It looks like the detection of --force-yes support does not work as expected.
What is the policy that triggered this error?

Can't reproduce this with a simple installation example on debian 8.8, and the module uses both "-y" and "--force-yes" (as expected).
