We sometimes want to regenerate all ncf techniques (ie when dsc plugin is installed ...)
This can now be done at webapp startup! \o/
We should put a flag here that will be checked when stating webapp which will launch what is needed
(call ncf api to get data, write all techniques using our service ...)
