Bug #12243: Agent components should not try to load failsafe.cf when policies are broken

Currently we only remove the update flag, but it may not be enough, especially after #12243.

This bug has been fixed in Rudder 4.1.11, 4.2.5 and 4.3.0~rc3 which were released today.
- Related to Bug #5925: On SLES, when we upgrade rudder-server-root, while a node is copying its promise, the copy is corrupted, and files are lost added
