Synchronize ncf stdlib with cfengine 3.10.3 stdlib

Description
Stdlib changed a bit, so we need to resynchronize with it - but we need to remove all mission portal management promises, as they are too version specific
Also, include the def.json mecanism, with the default value and check that it does not conflict with Rudder bundle common def
