Description

This issue is a part of the V1 APIs deprecated process.

The following endpoints :

api/dyngroup/reload
api/techniqueLibrary/reload

will evolve to :

/rudder/api/latest/system/action/reload/ (reload both)
/rudder/api/latest/system/action/techniques/reload
/rudder/api/latest/system/action/groups/reload

and became RESTful compliant.
