The rsyslogConf module of the distributePolicy PT makes no standard Rudder reports

Description
The reports are like this :
"Fatal : Can't install rsyslog or rsyslog_pgsql on the orchestrator !";
This is clearly not a normalized type. However, if there is indeed no rsyslog to catch this report, it is not critical ...

Is it really useful to change them ? It might impair their readability, and the fact that they are not a standard Rudder report highlights them which is desirable.

Indeed, this does not look important, because it is a message that shouldn't happen often, and only on a Rudder server.
Therefore, I am retargeting this ticket to only clarify the error message, and replace the legacy term "orchestrator" with "Rudder root server"
