closedOn technique library update, allow the user to accept the modification
Description
When we detect a modification in the policy template library, we don't have to start using the new version immediatly.
We have to pop a notification for the user to explain that a new version is available and can be accepted in the Policy Template Library management screen.
In policy template library management screen, show an action button that allows to switch to the new revision. Ideally, also show all commit messages since currently used revision, and all modified PT, highlithing structuraly modified PT (see #1443) that will be desactivated when the revision is accepted.
On acceptation, update User Policy Templates with the new acceptation datetime and revision to use (see #1444), and desactivate structurally modified PT (see #1443).
After acceptation, display success + the list of desactivated PT and PI that the user should manage (that information should stay available until everything is processed).

Depriorising this user story as it's a bit of a corner case and seems it will take a lot of time for not a huge value.

This ship sailed on other seas:
- we automatically update technique library with last version of techniques
- directives are automatically updated, and if new fields are mandatory, policy generation fails
- we can (as of rudder 7.0) specify an exact revision of a technique to be used
