User story #14943: Move rudder-pkg to rudder repo

Rudder-pkg should use python3 when available and its dependencies should be resolved at package install

Description

Currently it lets the user install the needed deps which is bad.
Moreover, we should change it to use python3 when available, and so, modify dependencies on a os-based manner as we did for wsgi
