display description of the PI in Policy summary of PI screen
Description
On the Policy Instances screen, the "Policy summary" is always displaying the description of the Policy Template.
When the selected item is a PI, we should see the description of the PI there (and maybe display also if the PI is used by a Configuration Rule).

the description of the PT should stay also, in addition to the description of the PI.

This needs some work, at least to reformat the right hand panel to make it clear this is a PI, not a PT
