Description
If a plugin upgrade fails, it will block all others upgrade and end up in an half-upgraded state.
A plugin upgrade failure should keep the plugin disabled to prevent it from blocking other plugin upgrades.
Ideally, we should be able to abort a failed plugin upgrade.
